“Smoking Cessation Program in Workplace” release results
“Smoking Cessation Program in Workplace” release results Employee quit rate and reduction rate are 38% Higher quit rate with employer support   (Hong Kong - 1 Jun, 2017) Sponsored by The Tobacco Control Office of the Department of Health, The Lok Sin Tong Benevolent Society, Kowloon (LST) has launched the “Smoking Cessation Program in Workplace” since 2013, to promote smoking cessation in workplace. The second phase of the project came to a satisfactory closed at December 2016.   The second phase of the program has been implemented for 2 years, LST have appointed the School of Nursing and School of Public Health, The University of Hong Kong to evaluate the project effectiveness. There are total of 99 corporates enrolled to the program, which is 65% more than our targeted (60 companies), and total 724 smokers were served. Together with the first phase, the entire program has accumulated serving more than 180 corporates and more than 1,300 smokers.   38% of Quit rate and reduction rate achieved   Professor LAM Tai-Hing, Chair of Community Medicine Honorary Professor, The University of Hong Kong and Sir Robert Kotewall Professor in Public Health, who is in charge of evaluating the effectiveness of the program, mentioned that among 724 service users, 8.3% are female (60) and 91.7% are male (664), with mean age of 43.6.     The project included 4 kinds of interventions which are lasted from 45 minutes to 4 hours for service users to select. Interventions included health talk with 4 hours smoking cessation workshop; health talk with face-to-face counselling; only health talk and telephone counselling. Whether which the intervention the smokers have been joined, they would be also followed up by telephone counselling, what’s apps and booklet.   The research has been started from January 2015, follow-up was conducted at 1st week, 1st month, 3rd month, 6th month and 1st year, to find out the smoking cessation progress of participants in the past 7 days. As at December 2016, statistics shows that overall quit rate at 6th month follow-up is 19.2% and reduction rate (reduction by at least 50%) is 19%, while the total quit and reduction rate is 38%. As at March 2017, statistics shows that overall quit rate at 12th month follow-up (for 617 completed case) is 22.2%.   Reach more hardcore smokers   The average year of smoking for program participants is 20.5 and the average daily cigarette consumption is 15.1. The figures are higher than the research result from first phase and that being reported at Thematic Household Survey Report1. In general, smokers with higher daily cigarette consumption and longer year of smoking will encounter more challenging withdrawal symptoms when they refrains from smoking, for example poor concentration and tiredness. Professor Lam referred that if the quitters could uphold their determination as well as perseverance during the period, these symptoms would gradually decline in 2-3 weeks. Therefore, Professor Lam suggested in regard to the demographic changes in the characteristics of smokers, diversified smoking cessation approaches and services should be available to provide holistic support and encouragement for the quitters.   Professor LAM indicated that various factors affecting the quit rate for smokers. These factors include age, years of smoking and nicotine dependency. With the older the age, the shorter the years of smoking and the lower the nicotine dependency, the possibility of successful quitting is higher.   High company satisfaction   Overall speaking, the participating companies satisfied with the smoking cessation services. Evaluation on whether companies agreed the program improved the knowledge on health and hazards of smoking score 83 out of 100, and the overall service satisfaction score 87 out of 100. 80% of them will join the service again and will recommend the service to other companies.   Ir. Eric KWOK Yu-Won, the Chairman of the Lok Sin Tong Benevolent Society, Kowloon, said that the “Smoking Cessation Program in Workplace” provides outreach smoking cessation services to companies in forms of setting up internal policies, conducting health talks and workshops. There are increment in number of corporates and smokers participating recorded in second phase than the first phase, this not only reflect the employer have placed more emphasis towards smoking problem among the employees, but also proved the program has successfully utilize workplace as an effective health promotion platform through close collaboration with corporates.   In regard to the smoke-free internal policies, our program work with corporates from different industries to develop applicable smoke-free policy according to their specific industries background and characteristics. With reference to the frontline experience, the general smoking situation of the labor force and outdoor workers tends to have higher cigarette consumption and longer year of smoking, in which commonly used smoking cessation aids may not be effective for them. However it is recognized with the top-down support from the corporate management level, as well as the encouraging atmosphere fostered by surrounding colleagues, we are glad to see that even a smoker with more than 20 years of smoking could successfully quit smoking. Therefore, we would like to take this opportunity to urge corporates for incorporate the internal smoke-free policy into the scope of occupational safety regulation, so as to enhance policy effectiveness of the policy and meanwhile safeguarding the occupational safety and health of employees.   The program is re-launched in 2017 for 2 years. All companies are welcome to join and to build a smoke free working environment. Companies are able to increase their productivity and build a positive images.   Companies’ comments   Well Born Real Estate Management Ltd, as one of the participating companies, have been actively implementing smoke free internal policy and support their frontline smoker to quit smoking. Currently they haven narrow down to less than 10% of staff smoking. Mr. Chan Wai Kwong, the deputy general manager claimed that the policy implementation helps to improve the overall work efficiency, and build positive corporate image and reputation. Mr Chan said they have integrated the smoke-free policy as part of the company's existing policy and was coordinated by the "Occupational Safety and Health Committee". With the support by Lok Sin Tong, health talk and health checks have been provided which allow employees to understand hazards of tobaccos and different quitting methods, and to review their health conditions thus increase their motivation of quitting.   In order to establish a "smoke-free workplace", the company has regularly sent reminder e-mail with quit smoking information to the frontline staff. A self-help smoke-free station has also been set up in the staff lounge, where lemonade and chewing gum were provided for smokers to lessen the urges for cigarette. Some colleagues have spontaneously self-made the fake "cigarettes", in which smoking cessation tips were inserted to the "cigarettes", as a means to show their support to smoking colleagues. Mr. Chan finally pointed out that despite smoking cessation is largely dependent to the smokers himself/herself, in fact company's support and colleagues encouragement plays important role on increasing their motivation and determination, it is definitely worthwhile to put effort in promoting smoke-free culture.   Another participating company, Wai Hong Environmental Service Group, involved in environmental sanitation, cleaning and waste disposal and other areas, which job nature require front-line staff with strong physique for coping with challenging work. Mr. Chow, the Assistant   Human Capital Manager said that the implementation of "smoke-free workplace" can create a fresh working environment thus enhance staff productivity. In addition, Mr. Chow pointed out that the promotion of smoke-free policy indeed align with some legal requirement such as the fire safety and occupational safety. Therefore it in fact help the Group to improve its quality management in the relevant areas.   As to reduce the resistance of employees from refraining from smoking, the group has intervened from various aspects, such as distributing health and smoke-free information to employees, conducting site visits by the management team with fruit provision to show direct support to the frontline smoking staff, and organizing volunteer teams to participate smoke-free activities on regular basis. Mr. Chow said they have also organized stress management training activities to assist staff reduce the dependence on tobacco products.   Successful quitters   Mr. Peter Li, engineering officer, 42 years old, a successful quitter of Lok Sin Tong Smoking Cessation Program in Workplace (SCPW). Mr. Li had smoked more than 20 years, who had not felt the impact of cigarette until a friend had been suffering from serious illness due to smoking. “I aware that smoking may cause harm to myself and my family. My wife always coughing because of my second hand smoke. On the other hand, I am worrying about my seven-year-old son would begin smoking in coming future under my modeling effect. So I think I should quit.” Mr. Li said.   Mr. Li mentioned he had one quit attempt before but failed due to colleagues’ influence, and did not really knows the correct method quit smoking. Until last year, under the arrangement by the Company, he attended the smoking cessation health talk provided by Lok Sin Tong, when he is again being encouraged and motivated to quit. After joining the program, not only he gained the support from colleagues and supervisors, but also learned the effective ways to overcome the urges for cigarette and other difficulties encountered during quit attempt.      When he was suffering from smoking craving, he would think about his family including his wife and son to against the relapse. Mr. Li said “I really don’t want my son start smoking! I will insist quitting, as my son is proud of my quit attempt!” Mr. Li also mentioned he still have cigarette invitation from friends, but he will be proud to say: "I have been awarded on smoking cessation, so never give me cigarette again!”   He emphasized, son's praise, as well as family, friends and even the company's support, often drive him insisted on quit smoking.   Summary of statistic results   Effectiveness of “Smoking Cessation Program in Workplace”   l  Within 2-year program, total number of participating companies is 99 with total number of 2870employees. Number of smokers is 724, with 8.3% of female (60) and 91.7% of male (664), while 2146 are non-smokers.   l At 6 month follow up, the overall quit rate is 19%, reduction rate is 19%. Quit rate and reduction rate is 38%   l At of Mar 2017, 12 month follow up for 617 cases, the overall quit rate is 22.2%.   l 126 health talks are held, involving 724 smokers and 2146 non-smokers, a total of 2870 participants attended health talks. 7 times of smoking cessation workshops are also held.   l Evaluation on whether companies agreed the program improved the knowledge on health and hazards of smoking score 83 out of 100, and the overall service satisfaction score 87 out of 100. 80% of them will join the service again and will recommend the service to other companies.   New round of “Smoking Cessation Program in Workplace”   Started from January 2017 and will end in December 2018.
